Gov. Haley Barbour’s 2008 ‘State of the State’ Address

[verbatim] Governor Bryant; Speaker McCoy; ladies and gentlemen of the Legislature; and fellow Mississippians: This is the fifth time you have allowed Marsha and me to join you in this historic chamber to report on the State of our State.  Were honored the people of Mississippi have allowed us this opportunity, and IҒm grateful and proud to have the best partner a man could have to help meet this challenge, Marsha.

It is appropriate we are again together for this occasion on Dr. Martin Luther King Day.  Our state has the highest percentage African-American population; and the issues, with which we will deal, affect all Mississippians and should receive our best effort to serve the interests of all.

Treasurer Tate Reeves: ‘No New Bonds in 2008’

Mississippi state Treasurer Tate Reeves released the following fiscal update today. Reprinted verbatim:

Jackson, Miss: (January 17, 2008) - State Treasurer Tate Reeves spoke to the Joint Legislative Budget Committee and other members of the House and Senate today at the annual fiscal briefing.  In Reeves briefing, he made a recommendation that the Legislature withhold from authorizing the issuance of any new bonds in the 2008 session. According to Reeves, since 2003 the states debt has begun to level off, and in order for this positive trend to continue the Legislature must reduce the authorization of new bonds. ғWe have made great progress in the last few years reducing the overall debt burden on Mississippi taxpayers Reeves said. ԓGiven the budget challenges that face the Legislature this year, the only fiscally prudent approach to bonds is to forego the pressure and not authorize any new debt.

Bryant Names Senate Committee Chairmen

Lt. Gov. Phil Bryant appointed committee chairmen (PDF, 16 KB) in the Senate this morning. Heading the Appropriations Committee is Republican Alan Nunnelee, of Tupelo. Former Insurance Committee Chairman, Republican Dean Kirby, of Pearl, now chairs the Finance Committee. Bryant also appointed Republican Eugene Clarke, of Hollandale, over the Insurance Committee.

[JFP] StateDesk to Relaunch in January 2008; Seeking Bloggers and Interns

But, first, what is StateDesk? This site is an experiment in civic journalism by the Jackson Free Press, Mississippi’s only alternative newspaper. Now in Beta phase, by January 2008, the site will go live with statewide blogs, legislative news and updates, and breaking daily state news. StateDesk is also a training tool for young journalists in Mississippi, who will learn to use multimedia tools (including audio and video) to report daily capitol news that will then be offered free of charge to other newspapers around the state, many of which are facing budget problems that are limiting their ability to cover state government and politics in a substantive way. It will join the JFP’s growing family of Web sites (also see Jackpedia, to form an integrated online approach to getting Mississippians the news, political and entertainment information they have a hard time finding elsewhere in the state.

Currently, the JFP is seeking both bloggers (of all political stripes), both from inside and outside the Legislature, as well as student interns who are interested in StateDesk training. Those interested should contact JFP Editor-in-chief Donna ladd at .

Phil Bryant presented what he called an ”accountability agenda” on Wednesday that outlined his plans should he be elected Lt. Governor. The outline includes his approach to illegal immigration, crime and education.

[C-L]Barbour speaks at Mississsippi Early Childhood Education meeting

Last Thursday Gov. Haley Barbour, who cited that early education is the key to economic growth in Mississippi, was the keynote speaker at the Mississippi Early Childhood Education Meeting in downtown Jackson. Barbour additionally urged the state to continue to support “commonsensical programs” like the Quality Step System. Anthony Topazi, the president and CEO of Mississippi Power who also spoke at the meeting, pledged that his company will commit $450,000 to early education over the next three years.

[Release]Eaves joins crusade to avoid insurance industry influence

Speaking from Biloxi today, John Arthur Eaves Jr., leading Democratic candidate for Governor, signed a pledge to refuse to take campaign contributions from the insurance industry, including insurance companies, insurance PACs and executives of insurance companies.

Read Adam Lynch’s JFP Interview with Gary Anderson, who is challenging George Dale for insurance commissioner:

Were just calling it like it is. WeҒre not trying to duck and dodge this issue. We know the insurance industry is financing (Dale’s) campaign. Just last week, I received a letter that one of his close friends in the insurance industry had sent out across the state saying: We need to stand up for George because George has been good to us. HeӒs been communicating well with the insurance industry. In that letter, this person asked for 200 agents to stand up for George and give $1,000 a piece, and write private checks in the amount of at least $1,000. The letter also asked insurance companies to give corporate checks in the amount of $1,000 to raise the $250,000 that he needs to fight off this Democratic opponent, referring to me. So, you know, when I see letters like that and I hear the commission say he only accepts a little money from the insurance industry, I canԒt help but think that somebodys having a difficult time telling the truth.

Immigration: A Missississippi Senator’s Key Role

Tom Shuford, a North Carolinian, wrote the following letter to the editor today:

Dear Editor:

Unbeknownst to Mississippi, the state is in the eye of the nation’s immigration policy storm.  That’s because Senator Trent Lott is the key GOP vote-counter and persuader. The senator’s goal is to secure enough GOP votes to combine with those of the Democratic majority to reach the 60-vote threshold necessary to limit debate (prevent a filibuster) on the Senate’s immigration bill, S. 1348. This “cloture” vote would open the way for a final vote in which only 50 votes would be needed for passage.

[C-L]Ridgeland passes smoking ban

It looks like Ridgeland will be smoke-free in 30 days thanks to a unanimous vote to pass an ordinance to ban smoking. This comes a year after Starkville passed a smoking ban, marking itself the first of the state’s major municipalities to approve a citywide smoking ban. Others include Hattiesburg, Tupelo and Oxford.

[Release] Purvis leads fundraising in Hinds D.A. race

[Verbatim Release] The Democratic Primary for Hinds County District Attorney isn’t until August 7th, but it’s clear Michele Purvis is the frontrunner. Former City of Jackson Prosecutor Michele Purvis has led her two opponents in campaign money raised since the race began. Purvis has raised $34,196.80 from a wide range of businesses, citizens and attorneys. Current Hinds County District Attorney Faye Petersen has raised only $18,675, while defense attorney Robert Shuler Smith has listed $31,233.51 in contributions.

[Release]Statement on Hurricane Katrina Grant Program

Mississippi Democratic Party Chairman
Wayne Dowdy issued this statement following a news story in The
Clarion-Ledger looking at expenses related to the Mississippi Homeowners
Assistance Grant Program. Every Mississippian Ĉ especially those on the
Coast still trying hard to recover from Hurricane Katrina should be
appalled by the apparent questionable use of money that could have gone
directly to people suffering from the worst natural disaster in our
nationȂs history. Haley Barbour must be held responsible for this
reprehensible action. As the stateĂs chief executive officer, he has direct
control over the Mississippi Development Authority by appointing its
executive director and, therefore, is responsible for the pathetic way the
Homeowners Grant Program has been managed.
